So I was thinking about this for awhile...

So here it is:

Is it possible that Shuhei and Tsurugi are brothers?

!!Spoilers Ahead!!

Here is my reasoning:

1. When Shamrock and Higan are fighting with Tsurugi and Yoshimasa in chapter 72, Shamrock thought that Tsurugi was Shuhei, Yoshimasa's son.

Tsurugi has black hair, like Yoshimasa and Shuhei (before he dyed it). Shamrock knew Shuhei from a very young age, so it's possible that Shamrock had mistaken Tsurugi for Shuhei because of their physical similarities.

2. The resemblance. Shuhei looks similar to Yoshimasa, because they're father and son. But, Tsurugi looks very similar to Yoshimasa, as well, even though they're supposedly not related by blood.

3. After Toma took Tsurugi from his abusive home, Tsurugi was welcomed into the Tsuyuki household, often seeing Yoshimasa as a father figure when he was a child. But why was he welcomed into the Tsuyuki home specifically?

4. In chapter 72, Yoshimasa jumps to the defense of Tsurugi when Shamrock asks if the child he was protecting was Shuhei, he seems to react strangely when he's asked if Tsurugi was his son. He also seems to hesitate to answer Shamrock's question.

He also seems to hesitate to answer Shamrock's question

This might've been Yoshimasa protecting someone he saw as a comrade, but the way he delays his answer makes me think otherwise

This might've been Yoshimasa protecting someone he saw as a comrade, but the way he delays his answer makes me think otherwise. Also, the way his facial expression changes when Shamrock says "your precious family", he appears to be worried, as if he thought Shamrock realized something. Also, it seems to take him a moment to deny that Tsurugi was his son.

But if Tsurugi is Yoshimasa's son, and Shuhei's brother, why was Tsurugi in an abusive family when he was extremely young until Toma saved him?

I think it's possible that Yoshimasa either had an affair and gave up Tsurugi out of shame, or he and his wife at the time couldn't take care of him. If it was possibly an affair, that could be the reason Tsurugi's 'father' was so abusive, maybe he was angry because the child belonged to possibly his wife/girlfriend and another man, and the baby was dumped on him.

A possible reason as to why Shamrock wouldn't know Tsurugi is possibly because Tsurugi was either born before him and Yoshimasa met, or that Shuhei and Tsurugi don't share the same mother.

But, Tsurugi states in chapter 56:

It's possible that Tsurugi was never told that Yoshimasa was his father, if that was the case

It's possible that Tsurugi was never told that Yoshimasa was his father, if that was the case. He was probably never told to either sustain Yoshimasa's reputation, or to keep Tsurugi from feeling hurt or like he was unwanted.

So, here's the complete theory explained:

1. Tsurugi was the first born child to Yoshimasa and his wife, but they possibly couldn't take care of him, most likely for financial reasons, so they gave him to someone else to take care of him, not knowing that Tsurugi was going to be mistreated. But when they were finally financially stable, they had Shuhei.

Or:

2. Yoshimasa was cheating on his wife with another woman, causing Tsurugi to be born. So, the woman's husband/boyfriend found out and was livid when she said they were going to take care of him, even though it wasn't his son. So, it caused him to take out his anger on Tsurugi, beating him senselessly until Toma found him.

This could be completely wrong, but we'll just have to wait and see in the upcoming chapters...
