How can people fuse?

People fuse through magic. There is a type of magic called fusion magic.

However, Quentin and Ian fused due to a magical creature that fired a laser beam at them. This creature has wild magic, which is where every spell you cast is random.

With fusion magic, the two or more participants simply need to export their magic between them and a bright flash of light will happen. The participants will fuse together in the flash of light, and become one. All fusion magic works like this. To infuse, simply exude your magic outwards away from yourself.

Can more than 2 people fuse?

Yes! 3+ people fusions are unstable. And the more people you add, the more unstable it gets. 3+ more people begin to add more and more body parts as well.

A fusion between 2 people would look normal. However, a fusion between 3 people may add an extra arm or 2.

Do all fusions form differently?

I'm not sure what you meant by this, but I'm going to assume appearance wise.

Yes. All fusions look different from one another. And everyone has a different trait to bring, either appearance or personality.
