He said it was him and he stopped the thing for a while in heaven sent.
But apparently, it's like, not a dalek, but rather it's a human timelord thing
But even then that doesn't make any sense
Because Doctor-Donna (tentoo) (meta crisis doctor in the parallel world) is an actual thing
And 10 said that tentoo was half human half timelord. And that because of that, he only had one heart, had no regeneration, and would be able to grow old with rose. And that he just had the cool mind shit original ten had.
But how the hell would half breed to rule over fucking gallifrey work. If the "half breed" was half timelord half human. When normal doctor doesn't meet that damn criteria???
Clearly, he lied. Which is a high possibility. Rule 1: the doctor lies
Either that, or it's true, he is half human half timelord
Which means he lied about tentoo, instead of alternatively lying about himself. Ish. Because that would mean that the doctor is like .. I can't do fucking math.

So basically. I'm pretty sure I found a plot hole without a semi thinkable or even hinted at explanation. Because plot holes in doctor who aren't really rare, but most of the time there's always something that helps to fill in the gaps... A bit.
