"Jiraiya, where are we going?" Naruto asked and Jiraiya hummed.

"We have one more stop before heading back to the village hidden in the leaves." Naruto nodded and looked down.

"What's with the face? Do you miss Hizuren?" Jiraiya laughed and Naruto brushed his hair out of his face.

"I'm just nervous, Jiji said he would get rid of the hate, I'm not so sure he can." Naruto has found himself trusting this man.

There was a rough start to their relationship and Naruto didn't even want to sleep in the same room as Jiraiya for a year. Jiraiya has never seen an untrusting ten year old ever in his life, but he listened to the wishes of the child and soon Naruto felt like he could trust that specific human.

"I'm sure everything will be okay, come one we reached the village." Naruto looked up.

Otogakure. The sound village.

Naruto didn't know why he was here, last time he's heard of this village, they didn't have a peace treaty with Konoha, but I guess it wouldn't matter with a Sannin and a civilian child. They walked in and the village looked dark. People didn't talk, it looked lonely and sad.

"Why are we in such a depressing village?" Naruto asked Jiraiya and Jiraiya just walked to the tower.

Naruto frowned and looked to stay close to Jiraiya, he looked to his left and locked eyes with a white haired boy. He then turned back around and followed Jiraiya. The two walked in the tower and Jiraiya had seem to know where he was going.

"Orochimaru, your village is still so gloomy." Orochimaru sighed as he laid a head on the table.

"I know, they all still fear the council. What am I to do?"

"I'll talk to them." Naruto perked up and Orochimaru tilted his head.

"Son of flash, while I appreciate it, you look to be only 15." Orochimaru Said and Jiraiya nodded.

"Let him." Orochimaru sighed and led them to the council room.

The council sat talking about new laws and shinobi things and Naruto tilted his head, why were talking about this without their Kage. The three sat down and this one council memeber tilted their heads.

"Orochimaru, as son of Shinski Nanako we have drafted up some new laws based on my father reign." Naruto snatched the paper and looked at the group.

"That won't be necessary, tell me how many of you all are ninja's?" Naruto asked and when nobody roses their hands he nodded.

"So this is the civilian council, you have no power over shinobi matters, nor the village. Your only concern should be making sure your civilian can merge with the shinobi by talking with the shinobi council." Naruto spoke as his long red hair sat against his waist.

"Who are you? You have no place here." Naruto shrugged and walked to the woman who spoke it.

"You all are power hungry bastards. Orochimaru is trying to lead this village to greatness, something your predecessors couldn't do." Naruto sat on the table and placed his hair in a ponytail.

"Tell me, what is your goal?" Naruto tapped his chin and smiled.

"Just kidding I know, you don't want this village to become overrun with Shinobi, so you make it hard by passing these laws and leaving Orochimaru in the dark making him look like the bad guy." Naruto Said and everybody's face fell.

"You all owe your Kage an apology and trust him, he was hand picked by you former Kage to become the true leader of peace." Naruto Said and the council stood up and bowed, they've been feeling guilty for sometime, however it took a 15 year old child to finally make them see the error of their ways.
