7 MONTHS EARLIER

The Lieutenant leaned back in his chair. He stared at the many awards and achievements on his wall as well as his framed family picture on his desk. He remained quiet as he thought to himself. A couple minutes later, he addressed Jae and Pete.

"I miss the old days." He groaned. "Sure, life is good now but it's nothing compared to being an officer years ago."

"What do you mean, sir? If anything, we have more leniency than before." Pete stated.

"No, it was even better back then. I was making ten times more than what I'm making now; I had freedom, and didn't have to worry any unnecessary lawsuits. Us, our city, and our people were well taken care of."

"What changed?"

The Lieutenant sighed. "Too many chiefs and not enough Indians. Everyone wants to be leader but they're not equipped for such a title." He got up and walked over to his metal cabinet. He unlocked it, pulling out a manila folder before going over to the door and locking it. "If you want my opinion, here's a real leader."

Jae opened the folder and inside was pictures and article clippings of the mobster, Kang Joowon. The Lieutenant was even posed next to him in a few pictures. Both men couldn't believe what they were looking at. They were impressed.

"You knew Kang Joowon?"

"We were good friends. It's unfortunate about what happened to him. If he took over, I wouldn't have a problem at all. As I said, he was a great public figure." Suddenly realization flashed across the Lieutenant's face as he leaned back in his chair. "You know... that wouldn't be a bad idea at all. Our own chief is fucking clueless when it comes to running this place. He's very old school and wants to play sheriff and round up all the evil bank robbers. Little does he know there are bank robbers hiding around in secret."

"But I thought you liked old school?"

"I did but that approach is not paying all of my damn bills. My wife wants to get breast augmentation surgery and don't get me started on my kids."

Jae sat up straight in his chair. "So what are you suggesting?"

The Lieutenant smirked. "We devised a plan to get Kang Joowon back in power. We get rid of all the mobsters and I'll take over as chairman. With a few judges ruling on my side, we could have his case thrown out and he will be a free man.

"It's a good plan and all but I'm a bit skeptical. Is this even going to work?" Pete asked.

"It's going to have to work. I can't keep sticking up for you and bailing you out when you overstep your boundaries. The chief is chewing my ass out. How many lawsuits do you have? The city can't keep paying for your crimes."

"But Kang Joowon could?" Pete lifted a brow.

"Exactly! He is a businessman above all else."

Pete thought it over. "Ok, you peaked my interest. But how the hell is the three of us gonna pull off a job this big?"
