National Sample Survey Organisation (NSSO) conducted a survey in 2004-05, according to which 90.75 lakh children were working in India. The Government of India has taken various initiatives against child labour in India. The Central Government of India formed the first statutory committee to analyse and research on the issue of child labour in 1979. It came to be called as 'the Gurupadswamy Committee'.

Some truly insightful recommendations were made by the committee, after studying the problem in-depth. Child labour is indistinguishably linked with poverty. It is important to help these children and their families so that they can be pulled out from the shackles of poverty, in order to curb the problem of child labour. The committee also suggested that the only solution to stop child labour is to ban it in hazardous workplaces.
