Loki (SPN) is a fake Loki, but is an Asgardian. A former apprentice of Frigga. Loki (MCU) pisses him off and Loki (SPN) enacts revenge by using his abilities to change his form into that of Loki (MCU) and runs around wearing his face and wreaking havoc.
Odin found out that Loki (SPN) had taken Loki's (MCU) identity and punished Loki (SPN) by binding him in a cave with a snake dripping venom into his eyes. (Hence where the story comes from - Odin also cursed Loki (SPN) to believe he is actually Loki (MCU))
Gabriel freed Loki (SPN) from his chains and saved Loki's (SPN) life, with the two becoming friends.
Loki (SPN) agreed to help Gabriel go into "witness protection" and allowed Gabriel to assume his form and the persona of 'Loki the Trickster', not knowing that it is technically not his identity to give away. It was in Loki's (SPN) best interests at the time to lie low. All that he requested of Gabriel was that Gabriel keep away from his more volatile family problems, which Gabriel agreed to.
