The head can be drawn Different ways. Chibi heads are more difficult to draw while regular anime heads are easier.
So here's how to draw one.
First, sketch a circle. regular circle, not too big, not too small. If you want you can make guidelines to help you locate the eyes,ears,and mouth. Then, make two lines below the circle like this

Except closer to the sides of the circle. Now make a diagonal line at the ends of both the straight lines and make up so that the 2 diagonal lines meet together. Voila, you got a anime head
BUT WAIT! MY HEAD DOESN'T LOOK LIKE AN ANIME HEAD. YOU LIED!
No I didn't. If you believe your head doesn't look quite like a anime head, it's because
A. You drew it sloppy. Most people can't draw right because they don't take their time to really draw what they want. Take your time and don't draw roughly or else you won't be able to erase
B. You simply didn't follow directions
