Inside a large building, only several blocks from where Gold Eye had made his escape, The city General seaths in rage as his second delivers the news. The six cities existed so long ago that their names have been forgotten. The six leaders at the time are now just referred to as Generals. History has not forgotten the name of their seconds, however. Standing stiffly near the General, is a short soldier named Vikkram. Chosen for his quickness and prowess with a dagger, Vikk was being trained to take the General's place when the time came. Now he stands with a grim face. Vikk had received a black eye during the recent skirmish with the Rouge. 
"Damn that Gold Eye traitor!", the General screams, cussing. His second remains clammy at his side.
"Half of the wheels on the wagons are damaged, and most of the supplies are ruined", Vikk explains, having just memorized the report, "No deaths, only four injured. The worst is a mild concussion". Attacks like these used to happen all the time, but now have slowed in occurrence. Most of all the attacks are on soldiers rather than civilians. If the General's spies in the other cities hadn't reported Gold's presence, he'd think that they're an enemy soldier.
"Why on wagons? Why are their never any deaths? If this Gold really does mean to harm all six cities, why does he continue to only be an annoyance?", the General barks, not really looking for an answer. He may never admit it, but the General knows how skilled Gold must be. The Rouge has bested every soldier sent his way. His second, who is almost as skilled as himself, was even given the slip. The General doesn't know if he could hold his own against the criminal.
"Vikk, go to the gates and tell the Watchers to send out extra patrols. I need to think", the General sighs. Vikk nods, and leaves the room without any further conversation. Vikk's been around long enough to know when the General wants to be left alone. It's a quick walk from the office to the city streets. The town is surrounded by thick wall on all sides. As with all the cities, the most important buildings are in the center with the large farms on the outside. Vikk goes out of his way to walk down some of the more quieter streets. He simply doesn't feel like having any awkward conversations with the civilians. As he walks, Vikk scribbles down notes and various observations onto a small piece of paper. The Second then stuffs said paper into a pocket on his pants. It's always good to wright down some reminders for yourself.
Vikk slows his pace when he hears voices from the right side of an intersection. The speakers are just out of his line of sight, but Vikk thinks that it's a man and a woman. His curiosity spikes as he listens in on the conversation.
"...... I can't watch that, Even!", the women is crying, being just around the corner.
"My grandfather survived his three years as a soldier, and so did my father. I promise that I'll come back to you", the man says in a softer tone. Since the cities were built, all citizens are required to serve at least three years as a soldier in the six armies. This is Vikk's fifth year, and he's no stranger to conversations like these.
"But what if you don't? Why are we still throwing our lives away to the battlefields? Even if you do come back, what if our son doesn't when he goes?", the women is still crying in vain. It's just what the law says. If one city stopped drafting soldiers, it would be weaker than all the others.
This is when Vikk finally walks around the corner. The couple quickly freeze when the General's second comes into view. They had been discussing laws that they didn't agree with, something that could get them jailed. Vikk sees the couple and what looks to be their four year old son nearby. He doesn't say anything. Instead, Vikk gives them a comforting smile and continues his walk to the walls. He takes the women's words to heart.
