Jeremiah was dead or that's what everyone thought. Seems that Bruce Wayne didn't want others to know of his survival from the chemicals. Once there was the slightest of brain activity they shipped Jeremiah off to Arkham Asylum. He wasn't even talking yet and they shipped him off. Jeremiah was sorta brain dead the workers had to feed him and help him. But over the time he knew could to things on his own.
