Pets run away from neighboring towns have the right to stay in Regina for freedom and become ordinary, but then pets weren't born with abilities to do things for themselves without furnitures and masters, life will be difficult almost 100% go back again to where they came from (but Riki didn't), and if they go out of Regina, they would be taken again by towns imposing pet laws and Regina will not save them. It was a treaty made by Regina to please naturalist in return the trading and economy flourished here which is a bit stiffer in Tanagura and the rest of Amoi. It is also rumored that fifty years ago Timothy have a romantic relationship with a female citizen of Regina, but no one have proved it.

Regina itself is huge, it was bigger than Tanagura itself, to be used as waste land of neighboring towns, it is a trash bin but perfected the system that not even Tanagura could do, the people are also Mongrels defined but it was controversial since Regina Citizens did not revolt against Jupiter but likewise the victims of war that have seek refuge to Regina. It was corrected and mongrel branding was remove, people here do enjoy the fruits of Regina's bounty not by Jupiter the only state city that could run without monetary help, yearly town allotment was being deposited to treasury instead, for 150 years it was untouched and the total value is equal to Amoi's yearly government budget.

"My Lords he came here first last two hundred years ago and he couldn't even say a word, he was not himself, hiding in the dark alleys when the first owner of the music shop took him in." He continued "he was mentally unstable" he said

"Are you telling me he came here when he was 50 years old?" He nodded "does he look like this? I mean un aged?" Iason

"Yes my Lord. The Luthier reported it to us after two days, he told us he was so scared of something, something he couldn't talk to."

"Have you found out? That might be the reason behind my pet's forever youth." He doesn't know who could have the ability or technology to make Riki like this. Even in Technology of Tanagura they could delay the maturity and old age in humans but its a continues treatment, it seems Riki doesn't do regular youth treatments, he was about to resort on that just to keep Riki forever before. Raoul would stick his nose upon knowing this.
