Power Tiers

the way power levels work in this saga. You receive your personal power level when you finish the exam at the end of your school.This determines your personal power level. It is it is on a scale of 1-10, it is judged by two things, max power potential and overall mastery, max potential is hereditary and can't be naturally changed
eg.
Lennie could get a power level of 4.6, he is excellent at flying and he has practiced a lot, so his overall mastery is high but his max potential holds him back, as having wings is good, however compared to others he is 4, an average tier.

James on the other hand could get a 7, elite tier, as he uses all aspects of his ability frequently and gets practice, so his overall mastery is good, and as there are almost limitless possibilities of his energy construct ability there is an extremely high max potential, but James is not fully grown yet and his powers are not fully developed, depending on how they do, he may have the chance to move up to God tier.

this is how the global tiers work:

1.0-1.9
low tier: don't have much of a defence, usually stay low and keep their heads down.

2.0-4.9
mid tier: this tier has the largest range of abilities, people like this are generally your average everyday citizens.

5.0-6.9
high tier: strong and hard to come by, usually well respected individuals.

7.0-8.5
elite tier:
powerful people, highly feared and respected, one thing is for sure, everyone knows who they are

8.5+
God tier:
either everyone fears them, quivering at the mention of their name, or everyone flocks around them, if a god tier went rouge, it would take a lot of police to take them down. They are naturally born leaders, for better or for worse
