You.
You said it when he was dying. You remember it strongly. He refused to let go of you. The lava was consuming him but he refused to show weakness. You touched his face and cried. You told him you loved him but he needed to let go. He was no longer who he used to be. You didn't recognise him anymore. He was lost. He was already dead. When Chris brought you back you heard him screaming his love for you and for you not to leave him. It broke your heart.

Leon Kennedy
Him.
It was completely random. Like literally. He was taking the day off due to internal injuries so you forced him to stay in bed and threatened him so that if he moved, he'd wish he still had internal injuries rather than what you would give him. He was scared as shit but he wanted to see you. You were cooking his dinner in the kitchen. At the sound of him creeping in you turned around but before you could say anything he declared his love and kissed you. How were you supposed to punish him now?

Chris Redfield
You.
It was back when you first started dating in S. T. A. R. S. It was Valentine's day and you were alone in the office at 9 which was odd. That's when everyone came in. You waited a good ten minutes before you heard the sound of the door. It was Chris. Holding a share bag of your favorite flavour chips and some what looked like edible chocolate flowers. Heaven basically.
You both hugged and he was blushing like crazy. Then you jumped him and shouted it in his ear. He was smiling giddily through the rest of the week.

It was when you were trapped underwater with him, Sherry, Chris and Piers. You had finally escaped but you noticed he was shaky. He told you he can't risk losing you again and that it would piss him off like crazy. You calmed him down but he wasn't convinced and then started shouting at himself. You grabbed his face and continued to ease him but it didn't work so you just said you loved him. He just froze and said it back calmly.

It was Christmas Day and you convinced Captain Redfield to give you both the day off. You celebrated Christmas in your tiny apartment but it was still amazing with Piers. He didn't let you open his big present until after dinner and he got his phone out and started recording. You opened it and you saw the most adorable puppy ever. When you asked him why he did it he simply said because he loved you and immediately became shy but you tackled him and told him he took long enough.

Ada Wong
You.
Ada was sent on a mission by Wesker to retrieve a Las Plagas Sample but you knew it would be dangerous. You heard there was a deadly cult involved and was seriously worried. You kept telling her this even though deep down you knew she could probably handle it. She begged you not to come with her and you agreed. But VERY reluctantly. Just as she entered the helicopter, you suddenly ran up to her and shouted that you loved her. The helicopter doors suddenly shut but she blew you a kiss through the window.

Claire Redfield
Her.
You were on a joint mission with TerraSave which meant you would see Claire. You were split up into groups of five and your mission was to rescue people currently in Terragrigia. Your particular team was circling the first floor and you had found a little girl hiding underneath the staircase. Your team were ambushed by hunters and normally you'd be fine but you had a child to protect so you hid her from them which resulted in you getting more than just a few scratched. Claire saw you all bruised and bloodied and cried her eyes out. You fainted and woke up on her couch and she was sat next to you, clearly sleep-deprived. She hugged you crying and told you that you were stupid and that she loves you too much for things like that to happen. Your jaw hurt but you held her close to show you felt the same.

Jill Valentine
Her.
It was completely out of the blue. Not kidding. She just walked up to you in the S. T. A. R. S office and said it. You had been together for quite some time and you were surprised it wasn't said sooner. After she said it, Captain Wesker ordered for us to get back to your desks but you made eye contact with her, pointed at yourself, made a heart shape then pointed back at her. She smiled so widely at you that Chris thought she must have injured her cheekbones or something.

Rebecca Chambers
You.
It happened so easily. You invited her to hang out in your apartment and you just watched movies and ate the whole time. You were watching Speed and it was close to the end where Jack and Annie were doing their kissing scene. You just looked at Rebecca and said: "Hey Becca, love you," and she looked at you and said "love you too" before cuddling up to you cutely.

William Birkin

It was while he was asleep. He only came into your room to borrow one of your documents but he ended up collapsing on your bed and falling asleep straight away. You shook your head and moved him gently so that his head was leaning on your stomach. You just looked at him and told him you loved him even though he's a pain in the ass before closing your eyes too. But you didn't see him smile to himself when he heard it and silently mouth the words "I love you too".
