HYDRA had been looking for the captain for 20 years and finally they have found him, alive.You see Captain America had one thing that HYDRA really wanted - the Super Serum, but he had crashed a plane into the ocean and died, or so they thought. They were hoping to at least recreate the serum by studying the serum in his veins, but they found him alive so they changed their plans . They decided to give the Winter Soldier a 'friend' - Captain Hydra.

40 years later things were going very good for HYDRA thanks to the deadly duo.
Two men were walking down an empty hallway in a secret HYDRA base.
"Sir may I suggest an idea?" The agent asked quietly.
The other man gave a curt nod.
"With all due respect sir, I think we should give Captain America to Shield" the agent said timidly.
"Are you suggesting we give up one of our most prized possessions?" Said the other man in a dangerously low tone.
"NO! Sir, I mean we trick SHEILD to think they have him but deep down he is still HYDRA, with his activation words and all. But we would have to wipe his memory of his time as HYDRA. Besides I think the Winter Soldier can handle the missions on his own" the agents suggests.
" Agent that is a really good idea." The man said. "Who is the highest up in Shield from HYDRA?"
"Agent Valentina is high up and has the trust of a lot of people."
"Wonderful we will put the Captain back in the ice and tell Agent Valentina to leak some information about his location." The man had a dangerous smirk on his face.
"Yes sir"
"Hail Hydra"
"Hail Hydra" echoed the soldier.
