Open up PicsArt and choose COLLAGE. Choose the image you want, adjust, and it will turn out more or less like this:

Now, click 'sticker' and choose a paper tear sticker that's to your liking. Paste it in the middle, covering up the line between the upper and down image. It should look like this:
