Kim's insane. She's fucking nuts.
She's currently going on and on and on about this random girl from this news article Chuck drudged up, and how her bra size is entirely too small. Apparently, her band and cup size has got to be wrong, because even in push up bras, "tits don't pop out like that." According to her, there's a way in which girls make their tits look good, and it doesn't involve wearing the wrong bra size.
Personally, he couldn't care less. Her tits look just fine to him, albeit a little trashy. But that's not the point.
The point is that Kim is arguing her case—something neither he nor Chuck are taking issue with—by going into excruciating detail about her own bra size and the various ways in which she makes her tits look good wearing the correct size.
He doesn't see how Chuck can be so goddamn oblivious. Sure, he's got this what the fuck look on his face and he's slightly blushing, but other than that, nothing. She's been pulling this bullshit for the past few episodes, and it's only gotten worse.
He doesn't know what game she's playing, but he knows that he's losing and she's winning. Big time.
And its clearly not for Chuck or the viewers/listeners. It can't be? She doesn't care much about what anyone else thinks of her, but she does, unfortunately, love to get a rise out of him.
Ever since the first episode, she's tried her damnedest to make him as uncomfortable and turned on as possible, knowing full well he has the hots for her.
After a while he got used to it, but for some reason its come back full-force. And with a vengeance.

"There's tape, there's pasties, and hell, there's even a good old-fashioned push-up bra that will do wonders for your breasts, but a 34C on a clearly 36DDD ain't it," she aimlessly speaks into the microphone.
"I literally don't even know what you just said," Ryan replies, confusion evident on his face.
She doesn't need to know that his heart rate just spiked, though.
"I second that," Chuck replies, seemingly hiding behind his computer.
Coward.
She exaggerates an eye-roll. "The bra band and cup has to fit in order for your tits to look good, okay. There's a difference between spilling out in a bad way and spilling out in a good way."
"Go on," he replies in a slightly huskier tone, desperately trying to make his voice sound as funny as possible so that no one can tell how affected he is.
Kim sees right through him, of course.
With an evil glint in her eye, she explains.
"When I was a cheerleader, our top was essentially our bra, but we couldn't wear a normal bra under it. We had push-up cups sewn in so cleavage would show, but if those cups were not our size, it would bulge at the sides and look sloppy. It had to look tasteful, but also sexy. Not trashy."
