Yes. June cheated.
But Kibutsuji also cheated on her, multiple times. Only time June ever laid with another man was with Ukai and she never regretted it.
First time, it was a mistake. They swore to never do it again after Natsu was born because they both knew Kibutsuji would kill him.
Second time, they were very serious. June had came to him, crying desperately for him to help her with marriage problems. After crying for so many hours and watching how her beautiful face fall into a pit of depression, Ukai couldn't help it.
He loved her too much.
So yes, he made love to her that night. She loved every second of it, not wanting for it to end. June would rather for Ukai to be her husband than Kibutsuji, she would rather for him to be the father of her children and for them to love all of them equally.
Both of her youngest children were Ukai's and she doesn't regret that. What she does regret is that her older children weren't his also, that she married Kibutsuji instead of Ukai. All of her children would live happy lives right now if she would've never believed her husband.
