COUNCIL OF PROGRESSION
Exaltations on this glorious dawn of the continuation of the Humanin Empire,
Only a mere five hundred years ago, we lived among the dirt and rumble of our homeland. A life touching the ground and always looking up. We fought off the famines of 3024, the torrents of 2991, even the plagues of 3012. Our Empire has fought its way through the years to claim the world we had. Now, we stand like monuments among those older days. We have reached for the stars and the moon above us, even the sun, and we will claim them as our own. We have come this far, and we will not stop.
Here we stand, in 3508, and us here at the Council of Progression are proud of our accomplishments. The place we all stand on, no longer the dirt and grime of our home, but now pristine. We stand taller than that of Mount Everest, and we will not stop there. Our reign is ours to claim over this planet we have called home since the first homo-sapien walked out of their cave. We here at the Council of Progression seek to make sure than our human heritage remains where it should, among the gods of this world.
The Savant division has been working diligently at the research to keep our kind above those that dare defy us. Those that are different from our kind. Those creatures that now dwell below our cities, in the crypts of our civilization. Those old myths that lined our books and the magic among them, all dwell beneath waiting to drag our empire to its knees and claw out it's beating heart. All of our citizens have brought this matter to our attention, and we the Council of Progression understand your concern.
We have taken matters into our own hands. Our Servicemen division has been working day and night to remove this stain among our cities, and because of their efforts, no magical creature breathes among our glorious citadels. The Servicemen division has captured numerous magical creatures, though we here at the Council of Progression know that only capturing this filth will not protect us.
We have deliberated with the Savant division, the Servicemen division, the Agrarian division, the Kingsmen division, and the Excruicator division and we have come to a decision.
Per paragraph 19 of the Constitution of the Humanin Empire, we the Council of Progression enact the Elixs Magica Proclamation:
The Kingsmen division, the Savant division, the Serviceman division, the Agrarian division, and the Excruicator division have assembled that the following articles be proposed to the Council of Progression as additional ruling under paragraph 19 of the Constitution of the Humanin Empire. These given articles together form the Proclamation of Elixs Magica, otherwise known as the Elixs Magica Proclamation, as part of the Constitution as follows:
Article 1.
Any creature of non-human decent will be considered as a magical creature, despite the amount of DNA heritage a subject has that is non-human. Any amount of magical creature DNA, even in the smallest percentage, will make the subject a magical creature.
Article 2.
It is a citizen's righteous duty to report any magical creature that comes into the citadels of our empire. A threat that is not ours alone, but a threat that haunts every citizen of our empire. If a citizen is found harboring a magical creature for any reason, they will be arrested. A person will be tried for harboring a magical creature, the punishment will range from exile to imprisonment.
Article 3.
All magical creatures caught by the Servicemen division will be executed, publicly.
Article 4.
If a magical creature is suspected to be among a person's home, the Servicemen division does not need permission or affirmation to search the premises. If a magical creature is found, it will be detained for execution and the homeowner will be arrested and then tried.
Article 5.
Any citizen of the empire suspected of conspiring with magical creatures will be detained and held by the Excruicator division.
This proclamation is for our survival, with the dragons of olden fairy tales being right beneath our feet awaiting to devour our progress. We have the means to slay these dragons and demons that dare to hold us back, that dare to halt our progress and make sure they remain where they should have, in fairy tales.
We have deserved to be among the gods of the world, for we have made this planet our home. We made it. No god, angel, demon, or devil. We, humans, made this world and we deserve to be the masters of our world. The Council of Progression assures you that we will continue to improve ourselves to make sure no magical creature shall ruin the Humanin Empire.
