AN- Ok, grab a pillow, something tiny and cute to destroy, and possibly some alcohol. This chapter is gonna hit hard.
ENJOY.Judy walked into the ZPD with a smile on her face Monday morning. She always came to work like this, because she had hope that the chief would come to his senses and give her a real case, though that hadn't happened yet.
Judy had decided today that she would ask Bogo once again for a case. For him to give her a chance.
"Chief Bogo," Judy said, walking to the large buffalo.
"What do you want, Hopps? I have alot to get to."
Judy hesitated before saying," Sir, please give me a case. I have been here for a long time and I cant just keep up parking duty for the rest of my career."
"You will if I say so," Bogo said with a groan," Hopps, look, it isnt personal by no means. It isnt that I want you out there everyday, because i know how you get treated working parking duty. The fact is, i dont think you can do it. How you passed the academy is beyond me."
Judy looked a little hurt by what the chief said," Sir, I guarantee you I am just as good as anyone else in this precinct. I can get just as many criminals off the streets."
Bogo raised a brow and said," Ok, Hopps. How about a bet."
"A bet?" Judy questioned," What kind of bet?"
"I will allow you to patrol the city today, and see just what it is you can do. The stakes are, if you bring in a WORTHY criminal by the end of the day, I will give you a case tomorrow, but if you cant, you resign, because if you strike out on this bet, I will keep you on parking duty for as long as you are here and I am sure you dont want that."
Judy thought about it for a moment. In a way, this wasn't a fair bet, but Judy needed to take this chance, and she believed she could do it," Ok," the bunny said," Deal."
"Spendid," Bogo said with a crooked grin," Clawhouser will give you the keys to a patrol car suiting your size. Good luck."
With that, Bogo walked away. Judy took a hesitant breath before walking toward Clawhouser. She needed to win this bet, for the sake of everything she had ever worked for in her life.

Nicl and Finnick had there jumbopop in hand, walking toward their everyday housing area to get it melted and jarred up before heading toward tindra town. As the two walked, Finnick began a conversation," So, Nick," the smaller fox said," You over that Judy girl yet?""Of course," Nick said with a nervous chuckle. One that Finnick saw right through.
"Nick, you would never lie to me right?"
"Of course not," Nick quickly said.
"Then tell me, did you really break it off with the cop?"
Nick looked down as if in shame and shook his head slowly," I'm sorry, Finnick. It may sound strange, but I am in love with her, and I am pretty sure she is in love with me too. I cant do it."
Finnick groaned," We talk about this after our job is done, slacker."
With that, the two found their usual house.

Judy drove in the police cruiser, checking every street, ally, and corner for a mammal doing some kind of wrong, but it failed her. Her shift was already halfway over and she hadn't seen nothing.The bunny thought about what would happen if this didnt work. If she left the ZPD, where would she go? Back home most likely. Being a cop was her sole reason for moving to Zootopia, and if that dream ended here, it was all for nothing.
The bunny looked around, and something daughter her eye. There was a fox on the roof of a house with..was that a popcycles? A giant one if so. The frozen treat was being melted by the suns Ray's and drained into jars, which a smaller fox took into a van. Judy remembered giving these guys a ticket not too long ago, and though this wasnt a worthy crime for Bogos standards of the bet, there was still something fishy about what was happening. Judy wrote down the license plate to the van and sent it to Clawhouser to run, just in case she saw something she didnt like.
After the jars were filled the van began to move, which Judy followed without being seen. She followed then to Tundra town where the van stopped in a frozen ice field, and the smaller fox was stepping footprints into the ground and laying down popcylce sticks as the larger poured the liquid into the holes, freezing them into smaller popcycles.
"What are these two up to?" Judy asked herself. Clawhouser then came back with the results that the van belonged to a Finnick Frey. Judy kept this information handy, keeping the foxes record on her computor as she witnessed them drive off once more, this time back to Zootopia.
The popcycles were loaded off the van in coolers and placed on the sidewalk, where the larger fox, who Judy did not know the name of at the moment, sole them to hamsters getting off their job.
Judy was trying to figure out where the smaller fox had went, and got her answer when he came out of the trash with the popcycle sticks. The two foxes then left for a construction site run by mice, and gave them the wood. Judy kept track of their profit, seeing it to be $400.
Judy looked at the Finnicks record, seeing he had his permits to seel these things, and at the moment, it was all clean. Judy thought she had waisted all this time for nothing, until she had a thought.
She looked up his taxes and found that they had put in zero dollars worth of taxes. All she had to do was figure out how long this gig has been going. The bunny waited till the van was gone and went to the mice," Excuse me, sir," Judy said," I am officer Judy Hopps and I have a question about those two foxes you spoke to."
"What about them?"
"Well, how long have you been getting wood from them?"
"Oh, I'd say about 20 years."
Judy was shocked. This long, and nobody has ever questioned these two foxes? Judy nodded her head and walked back to her car. If this isnt what the chief would call a couple of 'worthy criminals' then what was?
The bunny looked for the van in every ally, but continued to be out of luck, but then, she saw the red fox who was with Finnick and stopped the car beside him," Hello, sir," Judy said with a smile," I am officer Hopps, and I just need to have a word with you."
"What's this about?" Nick asked.
"I asked the questions here, mister," Judy said," Now, your name?"
"Nicholas Wilde," the fox said.
"Ok, please wait here," the bunny said walking to her car.
"You know, this harassment. I havent done anything wrong."
The bunny looked at the foxs record, and as she thought he was in the same situation as Finnick Frey.
"Nicholas Wilde," Judy said," Please put your hands behind your back, you are under arrest."
"For what?!?" Nick said, panicking.
"Felony Tax Evasion. You see, I have been watching you and your...partner today, I have seen how you do things with your little buisness you have going on, and I looked at your background. Everything was nice and neat on the surface. You really know how to clean up your tracks, but you see, I dig deeper than most. Now, you have the right to remain silent. Anything you say can be used against you in a court of law."
After reading him his rights, Judy put the fox in the back of her car.
"One criminal ready for the boss," Judy said with a smile," Get this guy to the ZPD and then find his friend.."
