The tournament is reaching its conclusion. It's down to just Rias and Sakuya. Toad is no longer the referee. Instead he's strapped to a chair being held down by Remilia.
Rias: so it all comes down to this. Just so you know Sakuya I won't back down.
Sakuya: I could say the same thing to you Rias. So tell me, how long have you known Toad?
Rias: only a few years. We got married, had a child and now have a happy life.
Sakuya: he's such a sweet man. It's one of the reasons why I fell in love with him.

Rias launched a magic attack on Sakuya but Sakuya stopped time.

She made time resume.

She then create multiple magic circles and launched a barrage of magic attacks. Sakuya however threw a barrage of knives and they collided creating a massive explosion. And the battle came to an end leaving both of them knocked out.
Remilia: the battle ends resulting a tie!
Toad: good. Can I leave now? I gotta pick up my dry cleaning!
Meiling: uh uh not so fast Toad. We need you to decide a tiebreaker.
Toad: FUCK MY LIFE!!!!
Rias: *smacks his head* watch your language in front of our daughter Toad!
Toad: right sorry babe.
Meiling: for a tiebreaker we decided on your opinion of who's the best kisser.

Rias, Sakuya, Meiling, Koakuma: because we love you Toad!
