President Falcon strode down the corridor. Oil Corp was on his back all year. The oil was running out. They estimated that it would last 18 months if they didn't stop using it. The farmers association was also sending him hints that they are unable to keep up with the growing population. The population was booming there was no denying

that. Ever since 2040 the numbers have been increasing and increasing. The cure for cancer truly did flip the scales on that one. Also minerals were found under Africa that slowed down the aging of muscles. People can live up to 120 years of age now whereas the average age in 2020 was eighty or even ninety. People live longer, have more children who have more children and all of a sudden you've surpassed the estimated amount of people that the world can support. The population is at 20.3 billion, and there's no slowing down the growth.

Going for a brisk walk down the corridors of the White House usually calms him down. He's alone with his thoughts and can finally deep cleanse and sort through them. He walked back to his office. He pushed open the doors and immediately the stress of his job hit him. His new assistant Daena hurried up to him. He fired his old one after she took a day of to "spend time with her kids". We don't have time to do such unimportant things.

"Sir Mr.Davies called, he wants to know whether you have thought about his offer to help yet"

"Tell him I'm not in yet"

She looked apologetic, "He's waiting for you in your office"

He pushed open the doors of his circular office to see Mr.Davies sitting in the straight backed wooden chair across from his desk. A single black briefcase was perched on his lap, his hands folded gently over it. As if protecting it, shielding it from harm. Falcon smiled to himself, what a pleasant thought, he doesn't have many of those anymore. He walked across the room and sat in his much more comfortable chair. This was a power tactic. The fact that he was in an extravagant, comfy chair and Davies sat in an uncomfortable,plain chair proved his worth was much, much higher than his. Right, business time.

"Mr.Davies I was not aware you would be joining me today" he stated raising one brow.

"Yes I know I'm scheduled to meet with you on Wednesday but alas the earth cannot wait. Tell me have you thought about my offer?"

Falcon leaned back in his chair.

"Yes I have indeed. I assume once I agree to this it is binding. There is no turning back?"

"Naturally"

President Falcon sat forward.

"Does this have anything to do with the population problem"

"It is the best possible solution to the population problem and as a bonus, you get to have some fun with it. We all know quite well that you are not afraid to break a few fingers or smash a few kneecaps to get what you want. This way we all win"

"I'm listening Davies"

"We call it operation colorum. We make a mandatory census where every man,woman and child must attend. Then we inject the incolae urbis serum into their left arm. When those children turn 18 a colored dot will sear itself into their left hand. If the dot is green they live, if the dot is red they turn themselves into to die. Population handled."

President Falcon laughed and clapped his hands together. Slowly. "Well Davies you have our done yourself. What makes you think that people will agree to this little plan of yours? It is, to put it simply, a barbaric lucky dip."

"I never said they'd agree sir."

Falcon smiled.

"We say there's an outbreak of illness, you cannot be tested for it until you are 18 as the 'chemicals used in the test are too harsh for the likes of children'. Then round em all up in their senior year of school and give 'em a flu injection. As they all turn 18, their dots appear showing whether they tested positive to the disease or negative. If your dot is red, then you rush to the nearest curing unit"

Falcon sat forward in his chair. This was an interesting proposal to him. He couldn't afford to be hasty with this. "I assume you have all I need in that briefcase. The serum, the doctors needed to make this happen and back up plans A,B and C?"

Davies slid the briefcase across the Mahogany wood table. "It's all here you can check".

Falcon opened the briefcase and ruffled around the files inside. Davies truly had a magnificent mind. He closed the briefcase with a satisfactory click. Davies chewed on his bottom lip. A nervous tick no doubt. Falcon liked when people were nervous.

"I've got to be honest with you Davies, I love it. I love the disease idea to contain panic and regain control. And the flu injections being known as 'tests' for the disease, love it!"

Davies sat forward in his plain, hard chair. "Thank you sir, thank you so much l just knew you would appreciate my work"

"Although there is just one teeny tiny part I would change"

"Of course anything sir"Davies exclaimed eagerly.

Black clothed guards burst into the room and took hold of Davies, yanking him up from his chair.

"You. You are the only thing I want to change about this whole operation. That truly is incredible by the way I usually have tons of notes for people but you Davies, you are special my friend".

Tears came to Davies eyes, "Please sir I'll do anything you want, I can be useful remember I'm special you said I was special!" He screamed as he was dragged out of the room. The guards stopped at the door.

Falcon stood with a sad look on his face, "Sorry Davies it's not you, it's me I'm just not ready to be out-shone by such an incredible mind like yours. But at least now you will be the first person to officially be entered into our new system. Falcon strode over towards him. Davies struggled against the guards but it was in vain as the gurads simply broke his left arm to shut him up. Davies screamed tears streaming down his face. Falcon carefully opened the briefcase and removed the vial of serum inside. He injected it into Davies left arm and he smiled psychotically. Davies flinched as the dot seared itself into his hand. Falcon lifted up Davies floppy broken arm to show him the bright red dot burned into his hand. "Take him" he said dismissively and ignored Davies pleas and screams.
This operation was going to be fun.
