Vigilantes, the illegal heroes, they are ordinary citizens who voluntarily carry out duties usually done by Pro Heroes without a special license that most Pros possess and without paying any attention to the law.

The origins of the vigilantes can be traced back when the first generation of quirk users had begun to manifest. Back in those days, there was no organization that controlled the citizens who decided to take the law into their own hands, there was no such thing as a "Pro Hero", there were only the vigilantes. The Pro Hero System was first put into China, under the "The Statute of The Republic of China", 389 Vigilantes were affected by this statute, with only 7 being accepted as official Heroes.

But the statute wasn't meant just for vigilantes, but for all the people who possessed quirks in general. A lot of " normal" people were scared when people with superpowers began to show up. There were quite a few people who could easily destroy or take over an entire country if they're left unchecked, so the statute was the solution.

Many other countries took notice of China's solution to keep their superpowered citizens in check and even making some of them work with the law enforcement to maintain peace, they all took notice of its effectiveness.

The United Nations has called a meeting for all its members. 195 world leaders had come to discuss the appearance of superpowered individuals and China's solution of how to deal with them.

There was a proposal of a treaty called "The Enhanced Individual Accords" an agreement among all of the world's countries to enforce special rules for the superpowered individuals similar to China's newly enforced laws.

The rules were:

1. Enhanced citizens must register with their government and the United Nations and provide biometric data such as fingerprints and DNA samples.

a) Those citizens with enhanced abilities who practice "vigilantism" with secret identities (Including Pro Heroes) must reveal their legal names and true identities to the United Nations and their country's government.

b) Those citizens with innate powers must submit to a power analysis, which will categorize their threat level (Threat levels: OMEGA-Extreme; ALPHA-High; BETA-Moderate; GAMMA-Low.) and determine potential health risks.

c) Those citizens with innate powers who categorized as OMEGA or ALPHA threats must also wear tracking bracelets at all times (Pro Heroes not included even when off duty).

2. If an enhanced civilian wishes to partake in extralegal vigilante activities, first must go under courses and special training approved by the United Nations subcommittee to become a fully licenced Pro Hero.

a) Any enhanced civilians who haven't registered their innate powers to their government and the United Nations are forbidden to take part in any Pro Hero, police, military, or espionage activities, or to otherwise participate in any national or international conflict, even in their own country and they will be forced to register and possibly face arrest and detention without trial.

b) Any enhanced civilians who use their powers to break the law or without the permission of their government's high authority (including Pro Heroes when off duty), or are otherwise deemed to be a threat to the safety of the general public, may be detained indefinitely without trial.
