AN: Part 3 of what seems to be a rapidly popular story! Literally I go on 6 minutes after I published Joy, 6 FREAKING MINUTES, and I see that the new chapter brought....40+ ish views. AFTER JUST 6 MINUTES!!!! I might just drop Ladybird and focus on this fic only.

This one came out a question I thought up: 'what's the point of the Councils?' A majority of the RWBY fanfics I read sort of bashed the Councils, mostly showing them as incompetent and greedy politicians, and that it's Ozpin that runs things behind the curtain. But that doesn't make sense to me.

What I'm getting from Rooster Teeth is that, the Council is your basic political group that focuses on controlling their own Kingdoms (granted the only scene of them so far was when they were kinda antagonizing our heroes, Ozpin and Ironwood especially). But, if they focus on running a city where the scale of life and death can be tipped because you're having a bad day, then why don't they have more control?

With Huntsmen causing Liens of property damage for the sake of flexing their power (while sure, it helps comfort the people knowing such strong people are defending them, but come on, I'm pretty sure it can terrify people just as much as they comfort them), there's bound to be Huntsmen that go a bit too far. Rouge Huntsmen, in particular, would be a prominent threat, since there seems to be no way to ensure Huntsmen stay loyal other than just praying their morals are in the side of the Kingdoms.

If that's the case, dozens of Huntsmen can just say "Fuck you" and abandon their Kingdoms. In other words, the Councils could have to deal with superpowered humans that can only be countered with other superpowered humans that may or may not agree with the rogue's vision, meaning more rogues could come out of the death of others.

What I concluded was that rogue Huntsmen would be too powerful to let go, too dangerous to live, and an absolute pain to deal with. Hence this fic. Disclaimer's in the first chapter, please enjoy.

Also, please note that I am not an adult, meaning I have never touched, or fired a gun before. If I get something wrong, apologies.

Three figures in a bright room were watching something play itself on a holographic screen. They watched as what seemed to be a fight replay over and over again as a blonde teenage girl easily took down several men wearing black suits and red ties. One of the figures drummed his fingers against his deck, before stopping as he heard someone slam their hand on a desk.

Turning, he saw another man wearing a burgundy suit and vest with a black tie tucked under the vest. He had messy crimson hair and his indigo eyes burned with an angry passion. Clutching his hand into a fist, he slammed it into his deck again, closing the screen and ending the video.

"Damn it!" He shouted. "What the hell were you making me watch, Cole?!"

The calmer man, Cole, curled his fingers to cover his mouth. His pure black hair and plain grey eyes matched his dark blue suit and grey-blue vest. "Calm yourself, Vermilion. Besides, what did you think I was showing you?"

The angry one, Vermilion, huffed and sat down, crossing his arms as he did so. "Looks like a girl beating up a club of our people. Why?"

"Don't you see that that's the problem, Vermilion? A teenage girl single-handedly fighting off dozens of opponents. Trained ones that dealt with tougher foes. And yet, they are defeated just as easily."

The last speaker was a young woman with long light blue hair and curious green eyes wearing a white shirt with a blue coat and pencil skirt. Around her neck was a simple necklace with a single emerald stone with matching earrings. "Am I correct, Cole?"
