Emergency alert to all personnel. Per Council Resolution 152 the XCOM Project is hereby activated effective immediately. All personnel report to stations. Readiness State is now C2: stations must be manned at all times; combat personnel move to 15-minute alert. This is not, repeat, NOT A DRILL.

BEGIN SITREP:
for the purposes of this message, times are relative to Project Activation (PA)

PA-4 days: NEOTARG (Near Earth Object Tracking And Response Group) detects new extrasolar contact (designated EK-2609 through EK-2613) on a potential Earth-intercept trajectory; data is passesd to Council per data-sharing agreement.

PA-3 days: NEOTARG detects notable changes in velocity; per determination that crafts are self-propelled, XCOM Base takes over observation. EK-2609 through EK-2613 designated Travellers 6-11 (group shall be referred to as Traveller Group 3). XCOM Readiness State upgraded to C-1.

PA-5 hr: TG3 passes into Earth's Sphere of Influence. Readiness State upgraded to C-0. Projections based on acceleration indicate TG3 will either intercept Earth or enter orbit. Attempts at communication yield no results. Emergency Council meeting is called in preparation for XCOM activation.

PA-1 hr: TG3 disappears from tracking systems. Readiness State upgraded to C1 in preparation for Council vote; base personnel are ordered to muster points. Continued communication attempts yield no results.

PA+0: In response to TG3's appraoch and unexplained disappearance in proximity to Earth, XCOM Project is activated. Readiness State upgraded to C2; all personnel are ordered to return to base. XCOM is now active.

MEDICAL: Prepare trauma ward to recieve casualties. Prepare for potential biohazard exposure and treatment.

RESEARCH: Chem, Bio, and Materials (CBM) Working Group, prepare to recieve potential HazMat samples. Aerospace Working Group, stand by for detailed briefing; prepare memo briefing Pilots. Xenopsychology Working Group, stand by for detailed briefing; prepare memo briefing Pilots and Troopers.
