Gale:

You were standing with him on the third story of a fire escape outside of a dormitory apartment you had gone over to that night. You had just stepped out for some air, and you were looking out on all these people who were running around and dancing. The stars were beautiful. You look over to see him staring at you. It started to rain, and you said, "Want to get out of here?" right as he said, "I'm in love with you." And then you laughed and said, "Oh, I've been in love with you for a long time."

Finnick:

You had been dating for a week and you were sort of snuggling in a movie theater. You don't really know why, but you just blurted out, 'I love you'...but in French. You don't know why you did it. Maybe it was to downplay the moment, and even though he didn't speak a word of the language, he looked at you and said, 'I think I know what you just said.' A few days later, he told you he loved you too.

Peeta:

He was talking to you on the phone one night a couple months into your relationship, and you could hear his two best guy friends laughing in the background. At the end of your conversation he said, 'I love you' super quick and then the guys started giggling. You sat there for a second not knowing if it was a joke or not and then you SUPER AWKWARDLY and quickly mumbled it back. To make things more cringeworthy there was five LONG seconds of silence, and he said it one more time and hung up.
