Virgil is a witch. That is very clear.
He try's to destroy the city everyday and fails every time due to a hero dubbed 'Prince', also known as Roman.

Logan laughed the entire flight, the wind hit his hair and now his face felt numb from the cold.
Virgil lowered the broom, midnight jumped off, walking into a cave. Logan climbed off, "you live in a cave?"
The witch smiled and turned Logan in the opposite direction of the cave and there in a tree top was a house, brightly lit up, made out of wood and leaves, "I live in there."
Snapping his fingers he and Logan appeared in his living room.
The house resembled much of a cabin and even though it wasn't snowing, Logan got the urge to either wear his onesie, or wear a big jumper with a hot chocolate in front of a fire.
"This is really pretty..."
Virgil smiled, "I'm glad you think so, Princey hasn't found it yet - thankfully."
"Princey?" Logan asked, looking at him.
"Yeah my enemy. So? You want anything to drink? Eat?" Virgil asked, flicking his wrist turning on the old T.V. box.
"Actually I just want to sleep." He said apologetically.
But Virgil didn't seem upset. He summoned pyjamas and a glass of water, leading the smart mortal to his bed.
"Go to sleep Logan, I'll be here in the morning."
"You're not... mad?" Logan asked, confused.
Virgil smiled, "no of course not. Go to bed, you look exhausted."
"Isn't this your room?"
"No, it's the guest room." He lied. Logan was in his bed and he planned to sleep on the sofa.
"You sure Virgil...?"
"I am. Go to sleep."
Logan got under the covers and cuddled them, finding them soft and fluffy, and the pillow soft and squishy, "wow..."
