Continuing where I left off...
With those methods, it would be easy to fit in who goes into which class. I would then, with the magic of laziness, would somehow list the examinees with both their written and physical exams compiled and adjusted.
The way I would sort out the classes after that is pretty simple.
I would take the top five students from each group and put them in class A, then the next top five into class B, etc. I also think that it would be better than to have more than 2 hero classes. I feel that they should do it the way college professesors thin out the herd the first semester. I would start out with 4 hero course classes, or 80 students, and slowly remove students from UA and recommend them to another hero school. (because...parents....being upset...) and by the end of the first year, they would have two hero classes, or 40 students, that are the best of the best. However, the processes of elimination wouldn't start out immediately.
In order to eliminate them they would be going through multiple physical and written tests. After combining the scores for both of them, the person in last place would get shipped out of UA. Another process of eliminating the students would be having all of them having an interview before they get their hero license. The would sit down with someone with a mind reading quirk, and someone one who has a lie detector quirk. They would be interviewed on why they want to be a hero. Making sure that they are idk a villain.
It would be at this time were we only keep 60 students. But only 40 would make it. So it would be solved by another sports festival of some sorts. The top 40 would then stay. And the the bottom 20 would be 'scouted' by other hero schools.
Continuing into the 2nd and 3rd years they wouldn't be expelled per say, but they would be ranked. Like rank 1, 2, and 3 would be the big three.
