I was going through my book cause I git confused.
Someone left a comment about All Might descriminating against his own kind, as he was quirkless before recieving a quirk!
BUT, THAT WAS NOT THE PROBLEM!
When I went back to Chapter one, I remember having Bakugou tell Izuku to "Take a swan dive of the roof and hope for a quirk in the next life...or atleast a better one"
The underlined part does say that he actually HAS a quirk!
So for anyone who is confused by that, he DOES have a quirk!
I realized I haven't made that clear and so I apologize for it now.
As you have read in Chapter 4:New Family, Aizawa is Izuku's biological father.
Because of that, Izuku has inherited his quirk along with his mother's telekinisis.
Both of his quirks is stronger than his parents.
Izuku asked All Might if a quirkless person can become a hero because he believed he was basically quirkless.
Being abused your whole life and being called quirkless will take it's affects.
He knows he has a quirk but hates it and thus makes himself believe he is quikless.
And for anyone confused as to how Aizawa is Izuku's biological father but is married to Hizashi aka Present Mic, it means the man is Bi.
Kids, if you don't know what that means, ask anyone but me.
Once again, I am sorry for the confusion and for the long ass authors note.
