Make him chase you. Not the other way around. If you want this guy text him or whatever. Then after that throw in some really cute things like "OMG you are so cute ;)" or "you have nice body tone. Do you work out". Say anything to get him hooked.
After that when he messages you leave him hanging. Just a little. Act like he isn't that big of a deal. Then when you text him back finally do the compliment thing again.
It works immensely. They think that it would be the end of the world if you didn't talk. Well what's actually happening is that he is getting more and more into you.
You have to treat boys like toys when you want them. And when you get them be totally yourself.
I mean always be yourself but just be seductive. In a modest way. It's possible believe it or not.
