These are the members of the Black Council. These were chosen by Naturalist Queen Lucette, the previous Queen and mother of the Queens.
At the time that the story is set, there is a requirement to have a representative of each gift on the Council, including the high priestess, and the remaining 3 seats are for the Queen to choose. This is just to ensure that everything is fair.
