Hawks thinks that's unfair that the village hates him because he is a jinchuriki when they are the one the put it inside him (I know Minato did it to protect the village but he was the Hokage so it's basically the village that did it plus Naruto never had the choice to say no) like you're punishing him for carrying that monster inside him to protect you and it wasn't even his choice? He can relate to that as the hero commission never gave him the choice to refuse being a hero (again I know that he wanted to be a hero like endeavour who saved him but that what and child would say they didn't gave him chance to see if he really wanna be a hero or maybe something else plus even if he still wants to be a hero I don't think that he wants to be the type of hero he is now you know what I mean)

He can relate to him a lot as both of them are big bros that lift the family (village in Itachi's state) because of the corruption and both disagreed with their fathers' wishes. I don't know if Dabi actually love Shoto like how Itachi loved Sasuke so I am not count this one. Both became villains to fix the corruption that adult formed.
