Clark Rogers was a reporter at the Daily Planet. Super-Soldier on the other hand...

He wanted to be a soldier in World War 2. He tried to enlist, but was refused repeatedly for health reasons, namely being too skinny and frail. When he finally got to be a soldier, he was tested on by scientists in the military for the Super-Soldier mission, The serum they injected into Clark came from an alien ship that came to Earth recently, it had no life-forms or bacteria in it, but it had a liquid, contained in a silver vial.

Clark was encased inside a metal body-shaped container, with syringes inside, containing the fluid from the ship
[Peggy leads Clark into the hidden lab to Dr. Jonn Erskine and his team in a big circular room filled with machinery and a pod in the middle.]
"Good morning." Dr. Erskine says as he shakes Clark's hand. "Please, not now." Dr. Erskine says to the photographer taking photos. The photographer walks away, Clark looks at the pod. "Are you ready?" Dr. Erskine asks. Clark nods in approval. "Good. Take off your shirt, your tie and your hat." Dr. Erskine instructs. Clark follows.
"Good." Dr. Erskine says as he takes a microphone and taps it. "Do you hear me? is this on?" He begins, "Ladies and gentlemen, today we take not another step towards annihilation, but the first step on the path to peace. We begin with a series of micro injections into the subjects major muscle groups. The serum infusion will cause immediate cellular change. And then to stimulate growth, the subject will be saturated with Krypto-Rays.
The first injection was commenced.
"That wasn't so bad." Clark said.
"That was penicillin. Serum infusion beginning in five, four, three, two, one." Dr. Erskine said as the serum is injected into Clark. "Now, Mr. Wayne." He said. Wayne lowers a leaver, the pod moves upright and encloses Clark inside. "Clark, can you hear me?" knocking on the capsule that they've locked Clark in for the procedure to change him.
"That's ten percent. Twenty percent. Thirty. That's 40 %" Howard Wayne starts managing his injection levels.
"Vital signs are normal." A doctor says.
"That's 50 %. Sixty. Seventy." Wayne continues.
Clark is screaming in pain as he is receiving the Krypto-Rays.
"Clark!" Dr. Eskrine exclaims.
"Shut it down." Lois Carter orders.
"Kill the reactor, Mr. Wayne! Turn it off! Kill it! Kill the reactor!" Dr. Erskine commands.
"No! Don't! I can do this!" Clark screams.
Howard Wayne: "Eighty. Ninety. That's 100 %." Everything overloads until the reactor closes itself down.
The pod bursts open, to reveal a flying, muscular Clark Rogers.

To increase war bonds, the military told him to tour around the United States in a colorful costume, defeating thieves and criminals. He stood for truth, justice, and the American way.

And in that moment, the Super-Soldier was born.
