This werewolf world will work differently than most. Please refer to the graphic below for hierarchy and then an explanation follows.
In this world, there are four Kings who are labeled as the Alpha Primus. These Primus have territory distinct from the others; the lycanthrope world is split into equal fourths. These Kings have one Beta each who is referred to as Beta Secundus. Each King also has a series of Gamma Tertiums who are the enforcers of their bylaws.
In each kingdom, the land is then further divided into smaller villages and pack lands. These pack lands are looked over by Delta Quartus and each Quartus has an Epsilon Quintus (basically an Alpha and Beta of the lower lands who support the Primus).
Each kingdom has its own legal structure and law. Each kingdom is different from the other. Each Primus is unique.
Every Delta Quartus is able to make simple guidelines for their village that common pack members must adhere to.

Capitol: The location where the Primus lives is referred to as the capitol. This area is looked after by the Primus. There are not Quartus or Quintus.
Mate-Bonds: Mate-bonds are said to no longer exist. However, while the main characters do not realize, they are soul-bonded lovers. They will not feel this connection immediately.
Lycanthropes: In this world, lycanthropes are simply werewolves. I always thought the term werewolf was juvenile.
