Generate a number from 1-15, for the amount of abilities your tribe gets. Then generate a number from 1-40, as many times as abilities you got. For each ability you get, flip a coin. If you get heads, every dragon in your tribe gets it. If tails, it's rare, and only a few get it (ex: flamesilk for SilkWings, leafspeak for LeafWings, mindreading + seer for NightWings, etc...) If you get two abilities that don't really make sense together (for example see in the dark and echolocation), or get breath fire twice, then generate again.
