Delinquent, Bad Boy, Troublemaker, Home-wrecker, Fuck Boy He's all those things, but a villain isn't one of them.
Sure Izuku smokes cigarettes, is covered in tattoos, has a reputation for trouble, gets wasted, hangs out with "dangerous" people, or has a quote-on-quote "villainous" quirk. It doesn't mean he's a bad person, he's just someone society has turned its back to.
In all honestly, he couldn't care less. With people who truly know and love him, he'll crash any challenges thrown his way.
