This is just a silly idea I came up with.

Nucky:

He will curse under his breath before pulling out his wallet. He will give the kid a few dollars, telling the kid to go buy something to stop their crying before he leaves since he has more important things to attend to.

Eli:

He can sometimes lose his cool and begin shouting very loudly, and it usually scares the youngest of his children a lot, sometimes so badly a few will tear up. When he notices their teary eyes, he will go quiet and stare out the window, feeling guilty before he whispers a sorry and leaves. After an hour when he's calmed down, he will go to each child and apologize.

Margaret:

It was both your fault. You both were having a heated argument, a lot of shouting was going on, when Emily suddenly began pushing against you, crying out you can't hurt her mommy. Margaret immediately fell into shocked silence. You crouched down, softly taking Emily's shoulders, assuring her you would never harm her mother and this is simply an argument, something that happens sometimes between a couple. It took you a lot of convincing that you would never harm Margaret until Emily calmed down and both shared a hug before she left. All Margaret could do was cover her face, feeling like a bad mother for having such a heated argument around her children who saw her getting abused by her previous husband. You tried to speak to her, but she held out her hand, whispering she needs some time alone before she left to Emily's room to go check on her daughter.

Jimmy:

It was probably the most heated an argument between you got. You were both loudly arguing. You angrily pushed him aside to storm away so he was quick to snatch your arm and clench it, angrily telling you not to run away. You tried to tug away but he tugged you back in place, only to look down with a confused expression when he felt small fists hitting his stomach weakly to see his son crying, yelling not to hurt you. Jimmy's grip soften around your arm before he took his son's fists and crouched down, telling him to stop it. Once his son calmed down, he hugged him and whispered sorry.

Gillian:

A child of one of her workers came to her work place, so she was angrily shouting at the lady, asking them what kind of terrible mother lets their child see this. When the child suddenly began to cry, Gillian became kind again and crouched down, softly assuring the child everything is okay before telling them it is wise for them to get out because the activities in this house is not for a child's eyes.

Richard:

He once made Tommy cry by accident when he turned around and hit the boy in the face with his elbow. He apologized many times softly, awkwardly rubbing the spot, asking if it hurts and if he's okay. When Tommy calmed down, Richard wiped his tears away before he asked if he's okay now. When Tommy nod, Richard gave him a hug as a sorry.

Mickey:

Sometimes he says something that causes a child to tear up, which will make him awkwardly laugh, telling the child not to take it so serious and not cry. When he saw the parent approach, he cursed and hurried away. When you asked him why he was even talking to a child, he shrugged and said he was bored and wanted to talk to someone.

Arnold:

He has never made a child cry. He doesn't really interact with children and he's always kind, polite and careful around them so no child has cried because of him. When you praised him for it, he chuckled and told you that is a weird thing to be praised for.

Chalky:

He sometimes shouts at the table which causes his two daughters to tear up as his son stares at the plate, a very awkward atmosphere in the air. He will realize he ruined the evening so he will angrily get up and storm off. After he calmed down and you talked to him, he went to his daughters, awkwardly apologizing for what happened.

Nelson:

Sometimes he loses his cool and shouts, which usually works to cause his children to begin crying, to which he will groan and cover his ears, having enough of all the crying. When you tell him to take care of his children, he will look at you with unimpressed eyes before he gets up to go comfort his children.

Al:

He can't properly communicate with his son and his own son gets bullied a lot. So sometimes he will begin shouting at his son, not even realizing until Sonny begins sobbing, then he will feel awful and hug his son, apologizing, whispering he didn't mean it.

Charlie:

He was happy he could finally leave the clothing store when you were finished picking clothes, so he slammed the shop door open, only to freeze as a loud bang went and a child began crying. He looked around the door to see a child on the floor, crying, so he awkwardly looked at you for help. When he saw you holding in your laughter, he elbowed your ribs to tell you to be quiet before he awkwardly asked the kid if they are okay. He tried to help the child up, but the child slapped his hands away and ran away, making Charlie huff and say the kid could at least have let him help before he walked away, annoyed by what just happened.

Meyer:

He only made a child cry on was when he threw the car door open, annoyed by the argument you both had, only to freeze when a bang went. He was quick to look to see a child crying, holding their head. Meyer couldn't help but curse in Yiddish before he asked the child if they are okay. When the kid began crying louder, he groaned, not needing a child loudly crying after he just had an argument with his lover, so he just told the child they are okay before he went away to go do whatever he was gonna do.

Gyp:

When his daughters were younger, they cried a lot whenever he got angry and would begin shouting. He would just angrily ask why he's being treated like the villain here before storming away. Eventually his daughters got used to it and stopped crying. When you tell him to control his anger around his children, he will look at you before asking if you are telling him how to raise his children.
