If the whole reconnaissance troop leaves for the expediton, who will protect your weapon from the people who are against a human titan in their houses? I won't use my powers against humans, because I can't control if I kill them or not. The wall garrison fears me, the military police wants to kill me themselves and none except of Levi would be strong enough to protect me. And it was you who forbade it to let me join the expedition. So gentlemen, good luck finding another solution." I am impressed. He really isn't as stupid as  I first thought. He thought about it before he tried to convince me.
