He arrives on Bellus VI, a beautiful colony world filled with a seemingly endless variety of alien inhabitants. But after the Bellus Central Mainframe (BCM) detects his arrival, he is apprehended and imprisoned. The Doctor expects a fair trial, but after being broken out by Rebels who despise the New Law, the Doctor discovers the mechanical truth behind the Bellus Security Department (BSD) and their actions. The Doctor realises that he must stop them before an incident, similar to what happened previously on Bellus IV, sends the planet into a war which neither side will win.
