To preserve the lineage of pure supernatural talents, everyone beyond the age of fifteen who lacked any supernatural ability, as well as the ones who lost control of their powers and turned into monsters were deemed subhuman and disposed of with care. That was the Internationa Lab's decision - the organization that had the final say in every problem related to preserving humankind.
