After the fall of the superhero Blitz who has been frozen in Manchester, England, back home it has taken 10 years for workers to rebuild San Fransisco and repair. Under the evil dictatorship of Leon Lobsterman him and General LeVon, who killed Leon's brother are now ruling the city side by side. Andrea or now known as StarGirl has been in hiding for 10 years after Leon declared dictatorship on the city. Meanwhile, Josh Grouting has been scavenging the forests of the European country of Latvia hunting for wild creatures for his nightly dinner. He is unaware that the evil dictator Leon Lobsterman and General LeVon have taken control of the city and soon the world....
