Living Among Humans

A fantasy plot where there are human/animal crossbreeds. They appear human, but have ears and tails (depending on the animal) and show characteristics of that animal. But there are also humans living amongst them unless they choose to leave the humans and there's a debate on whether the humans should treat them as pet or humans kind of thing. The general public is mostly against even letting them live.
