@JohnathenYoungs well, personally I don't care for either of them. However, I'll agree that Cruella is definitely more abusive both physically and emotionally considering she even had her son thinking dogs would kill him. Plus Carlos is my favorite character. I think really the best parent of all of them is Evil Queen, and you won't change my mind.
