Known Information: (Y/N) (L/N) is the only son to (M/N) and (F/N) (L/N) the latter a well known Police Detective reasonable for discovering corruption within many businesses large and small all across America. One night however, (F/N) while in his home he and his wife were gunned down by a crooked financier who he was investigating. (Y/N) was never found that night, he has however cropped up across the nation under his new identity. 

Notes:

The Inmate appears to be well versed in combat with a traditional Japanese katana blade and using a bow in quick thinking scenarios.Inmate also had has hand crafted several unique arrows such as ones that deliver a powerful electrical shock, metal pointed arrows that can pierce heavy body armour etc. Since he was involved with an incident involving other villains at Arkham Asylum, it appears his hand to hand combat has improved somewhat.

Psychological Notes:

It appears forces himself to only kill corrupted police officers. (Y/N) would perfectly fit the description of an organised serial killer, his high IQ would mean typical treatment would have little to no effect, making him a perfect subject for the Arkham City program. I cannot help but admire the lengths (Y/N)'s goes to in order to achieve a kill. It appears he performs typical low level crimes such as speeding or jaywalking and offers the officer that stops him a bribe. If the officer accepts the bribe then he becomes a target for the vigilante. This might be linked to Police officers being paid to cover up his parents murders. (Citation Needed)
