Lucy & Tax are Vatchel's pet dogs/eels! They're friends with Vark and familiar with Vox. Vatchel treats them as if they're his own children and often refers to them as "his girls".
Only times Vatchel calls them by name is when they've caused trouble or acknowledging them for an accomplishment/ praising their existence.
