When Burn had taken Queen Scarlet and locked her up I had a hard time believing that "she was trying to save her ally".
After Burn using Scarlet as a literal dragon shield to keep herself from getting hit by Glory's venom, I figured she could probably care less about Scarlet.
I also found it quite a coincidence that she was keeping Scarlet in her weirdling tower.
I think that once burn saw Queen Scarlet was unconsious she probably thought she was dead and decided that her face now looked weird enough to be in her tower.
Once Scarlet woke up before Burn was about to have her stuffed and killed, Burn decided to come up with the story of saving her and trying to hold on to her alliance.
This is a minor theory that isn't that big of a deal tho :)
