Jeff has never met Nina.
When Nina became obsessed with Jeff, she became so fixated that she had a psychotic break and hallucinated meeting Jeff.
She now lives with the delusion that Jeff is madly in love with her and is trying to find him.
Despite this, Jeff has never actually met Nina due to Slender and some of his other proxies (which I'll cover in another chapter) keeping tabs on her at all times.
