HYDRA knew their dirty secrets wouldn't stay secret forever. They knew that someone would break into their base, steal their Super Soldiers.
So they created failsafes.
Helmut Zemo killed the five Super Soldiers in their capsules that day. A bullet...

When she's there alone a few minutes later, everything seems far too large. Empty. She's never lived in a place as amazing as this, and with all the people struggling, Zemo haggling onto all this extra wealth seems cruel. Then again, he had a family once, a family that stayed in these very houses, for holidays, for weekends, for times away.
Family...
What is a family anymore? Evelyn wouldn't know – after all, she's lost hers. There's only one person left, and they're miles away. She's trying to let go, but it's so, so difficult to even try. It's just a reminder that she'll never get her old life back, no matter what. She'll just always been a killer.
The little girl... Zuzanna... she wasn't afraid. She didn't know who Evelyn was, and she wasn't afraid of her. When was the last time Evelyn faced someone, anyone, who wasn't afraid of her? Who didn't think she was a psychopath, who didn't want to kill her, who viewed her as normal? Not even her apartment neighbour in Brazil viewed her as normal.
What is normal?
The door shutting behind her makes her jump, and she immediately turns around before loosening up, grabbing a bottle of alcohol from the cupboard, as if that's what she was doing all along – just looking for a bottle like the alcoholic psychopath the others think she is.
"Well, I got nothing," Bucky sighs, going over to sit on the couch, Sam sitting on one nearby and Zemo heading over to the cupboards. Evelyn scoffs before moving away from him, instead standing near the stained-glass windows. "No one's talkin' about Donya."
"Yeah, it's because Karli is the only one fighting for them," Sam replies, then falls silent for a moment. The only sound is Bucky's sigh before the Falcon hesitantly adds, "And she's not wrong."
"What do you mean?"
"For five years, people have been welcomed into countries that have kept them out using barbwire. There were houses and jobs. Folks were happy to have people around to help them rebuild. It wasn't just one community coming together, it was the entire world coming together. And then, boom. Just like that, it goes right back to the way it used to be. To them, at least Karli's doin' somethin'."
"You really think her ends justify her means? Then, she's no different than him," Bucky nods towards Zemo, who's pouring himself iced tea, "or anybody else we've fought."
"She's different," Sam presses. "She's not motivated by the same things. Come on, you of all people should know that people aren't always what they seem. You were a killer, but then you turned good."
"Yeah. It was my choice to be good when I had control of my mind," Bucky retorts through gritted teeth.
"Then what about Evelyn? Huh? 'Cuz she went through what you did, and she's still doing it, but we both saw her today with that kid. There's something going on."
