I was writing this one and I realized that this may have many spoilers from the recent manga chapters. Please be aware and if you do not want to be spoiled, please skip this one and go to the next one.

Name: Mizaki

Last name: Todoroki

Quirk: Fire
Pros:
She can control fire all she wants as long as there is a source. She can basically steal the control of the fire that the person creates, and use it how she wants. She can mold it and swish it around. She can also absorb fire and save it for later use.

Cons:
If there were to be no actual source of fire, she can't actually do much. Her body is like Touya's and because she doesn't have an ice quirk, her body can get pretty hot and start burning. Even though she can absorb fire, she has a limit of 10 minutes and if she doesn't use the fire up, it will just eventually disappear. She also has a limit to how much she can absorb, since she doesn't possess the ice that can cool off her body. Her hands will start to burn and her body will feel like it is being lighten up from the inside. She will feel a lot of pain.

Personality: Seems very calm and quiet (just like Shoto) and is generally away from trouble or noises.

Physical appearance: Has white hair and grey eyes (she basically looks like their mother). Kinda short and petite. She has many scars on her palms because of over usage of her quirk.

Family: The Todorokis (Shoto is her older twin)

Friends: Some students from class 1-B

Love interest: You can choose

Hero costume: You can choose (she carries matches and lighters with her all the time since she will be vulnerable if there is no fire for her to use)

Internship company: Endeavor

Backstory: She had a particularly bad childhood, just like all the Todoroki children. Endeavor had a huge dislike for her since she looked like Rei and had a similar quirk as Touya (whom he didn't like to think of, but couldn't help it when she was around).

Plot: Unlike Shoto who was pretty strong on his own, she had many weak points so she didn't manage to make it into class 1-A. Though she didn't actually mind since class A seemed too noisy and too troublesome for her.

During the summer training camp, when Dabi set the forest on fire, she starting absorbing it to stop it from spreading out. By doing so, she could feel that those flames were Touya's and ended up following the trace of it to where she found him holding onto Bakugo. She ended up pulling his jacket, surprising him since he didn't realize she was behind him, and she ended up being pulled along the way.

Requirements:
•She ended up staying with the villains, which annoyed Endeavor a lot since two of his children had left him. One had "died" and the other chose the "wrong side". It annoyed him even more the fact that his two children that he lost were almost the same in character and in quirk.
•Dabi tried hiding his past from her, but he couldn't do it since she was highly observant of him. It was even worse when they didn't actually need to make her follow their orders since she was doing it on her own, which surprised the villains. Dabi did end up having to give up and be honest since he was planning on exposing Endeavor anyway.
