To add to the "Jack! Romeo! Finch!" thing, as Crutchie was being dragged away, he called out for Jack one more time and you can hear the struggle in Jack's voice when he called out for Crutchie. He had two options. Save the kid who was like a little brother to him and risk getting caught, or run away and let Crutchie rot with the other kids in the Refuge. Jack chose the latter. He immediately regretted his decision, especially after receiving his letter. The song that plays right after Crutchie gets taken away literally begins with "Folks, we finally got a headline. "NEWSIES CRUSHED AS BULLS ATTACK!" Crutchie's callin' me, dumb crip's just too damn slow." He blames Crutchie getting arrested on him because he can't deal with the guilt, which is why he tries to run away to Santa Fe, but luckily, Davey, Les and Katherine convinced him not to.
