In Balan Wonderworld, she and Celestia were orphans that did not know who their parents were. They were then transferred to an orphanage but everyone did not like Celine as they made her life miserable. After Celestia was adopted, Celine ran away and disappeared.
In BNHA or MHA, she is an orphan who was experimented with. She became a villain to escape the scientist and is really close to Toga and Twice.
